It can be short for "(Emere) sclavum: CCL ses(tertii)" or something like that. Since in inscriptions like this obvious things are often omitted.

How do you not go insane from doing all those rosettes?

I'm not surprised to see you went with authentic looking manacles. Riveted tabs on one side for lasting strength with the chain attached to the opposite tabs. So many folk just draw circles with chains magically attached.
