They didn't want tax payers paying for it, it was an accident, she most likely didn't pay attention to the bills she was submitting for the expenses that they would normally be allowed. She didn't know he was a little porn fiend and sent it out without a second look over, they apologised straight away and are paying it back so it doesn't matter anymore really, it's just the uptight gits complaining about porn... as usual.
