What is the date of the PAPAL DECREE? and can we find a source that is not in the SECRET VATICAN FILES

"Thousands of Catholics from around the island gathered at the Sanctuary of Our Lady of the Monserrate last weekend to celebrate the papal designation of the 400-year-old church as a Minor Basilica" on October 24, 1999 per this source.[1] It seems odd that they would celebrate the papal designation of minor basilica a year and a half later, which is what you added with: https://en.wikipedia.org/w/index.php?title=Bas%C3%ADlica_Menor_de_la_Virgen_de_Monserrate&diff=next&oldid=1051323191 (19 May 1998) but each time I remove the information it gets re-added. --The Eloquent Peasant (talk) 21:44, 22 October 2021 (UTC)[reply]
